The legislative body of the city finds and declares that:
(A) The government of this city has a duty to protect, preserve, and promote the safety, security, and general welfare of its citizens, including their property and the safety and security of public property;
(B) The government of this city feels it has a special duty and obligation to protect, preserve, and promote the safety, welfare, and morals of those under the age of 18 years of age and that parents, legal guardians, and other adults similarly situated bear a responsibility for the safety and general morals and protection of those minors in their care; and
(C) The government of this city perceives that the obligation to provide for the safety, general morals, and protection of minors within the city limits has been neglected.
