§ 51.076 BILLING AND COLLECTION.
   (A)   The rates and charges for both water service and sewer service shall be billed in the aggregate monthly on the same billing on or about the first day of each month, and all bills for such services shall be due when rendered. If any bill is not paid within 15 days following the date rendered, a delinquency penalty of 15% of the amount of the bill shall attach and be payable in addition to the amount of the bill. If not paid within this 15-day period, such charges shall be deemed delinquent. The city shall serve a customer written notice of his or her delinquency, and of the fact that the customer is entitled, upon written request, to a hearing on the question of termination of service. If the due date falls on Saturday, Sunday, or any holiday which the utility observes, the next business day following will become the due date. If remittance is by mail, the date stamped by the post office becomes the date of payment.
   (B)   It is intended that bills for sewer service and water delivered to the same premises shall be billed, collected, and enforced together, and if any delinquent bill is not paid within 25 days after rendition thereof, and if no hearing is requested, or if a hearing is requested and timely held, and such customer’s delinquency is thereby established, the Superintendent or other authorized official shall discontinue or shut off the water service to the premises served, and the water service shall not be reinstated until the entire bill for both water and sewer service is paid in full. An additional fee or charge of $50 shall be made and collected for reinstating service when any such delinquent bill or bills are paid. The City Attorney is hereby authorized and directed to enforce and collect any charges remaining delinquent for 30 days.
   (C)   Each user shall be notified, at least annually, in conjunction with a regular bill, of the rate and that portion of the total charge which is attributed to operations and maintenance of the sewage system.
