The Superintendent shall have the right to require that a nominal sum, or such other meter deposit as may be specified or revised from time to time in any applicable rate ordinance, shall be placed on deposit with the city by a customer for the purpose of establishing or maintaining the customer’s credit or as assurance for the payment of water bills by that customer.
