§ 51.007 AMENDMENTS TO REGULATIONS.
   This chapter shall not be amended without the permission of the holders of a majority (in amount) of outstanding bonds of the city, plus the permission of the Farmers’ Home Administration, United States Department of Agriculture, so long as the United States is the owner or insurer of any bonds issued by the city and so long as any of the bonds remain unpaid.
