(A) There is hereby created the position of Ethics Officer which shall have the authority, duties, and responsibilities as set forth in this chapter to enforce the provisions of this chapter.
(B) The Ethics Officer shall be a licensed attorney in the commonwealth or a person deemed competent to perform the duties and responsibilities as set forth in this chapter. He or she shall hold no elected or appointed office, whether paid or unpaid, or any position of employment with the city or any city agency. He or she shall be appointed by the Mayor, subject to the approval of the City Council.
