§ 7. SUPERINTENDENT OF THE WATER AND SEWER DEPARTMENT.
   (A)   Code number. 1001.
   (B)   Class title. Superintendent of the Water and Sewer Department.
   (C)   Characteristics of the class. Under general administrative direction, administers and enforces regulations and ordinances governing the water or sewer utilities; and does related work as required.
   (D)   Examples of duties. Supervises and checks the work of employees engaged in maintenance or construction of water or sewer lines, participating personally in the work performed on occasion; drives trucks, operates backhoe, and other equipment; rods sewers out and digs out sewers with backhoe; raises and repairs manholes; supervises or participates in the monthly reading of water meters; inspects all sewer and water taps; keeps and maintains sewer maps, water maps, and related information; keeps daily checks on Water Department pumping stations as well as sewer pumping stations recording daily logs on all pertinent information needed to file monthly reports to the City Council and other government agencies; files appropriate forms as required by state, federal, or local agencies; attends all City Council meetings; keeps a daily log on mileage and work performed by his or her departments; orders needed chemicals, tools, and supplies; receives emergency calls related to Water and Sewer Department and makes arrangements for their prompt solution; shuts off water service for failure to make payment for water or sewer service or violation of city ordinances, rules, and regulations.
   (E)   Position qualifications.
      (1)   Training and experience. Graduation from high school, or its equivalent, supplemented by at least two years of experience in water or sewer construction as well as water and sewer plant operation; or any combination of education, training, and experience which provides the necessary knowledge, skills, and abilities to perform effectively the duties of the position.
      (2)   Special knowledge, skills, and abilities. Extensive knowledge of modern construction practices, methods, materials, and equipment; ability to drive trucks and operate other equipment; valid driver’s license; state certification for water plant operator: Minimum Class II; sewer plant operator: Minimum Class I; as well as Minimum Class I distribution license; ability to establish and maintain effective working relationships with employees, city officials, and the general public; supervisory and administrative abilities; integrity, patience, tact, diplomacy, initiative and resourcefulness, sound judgment, good physical condition.
