§ 6. POLICE CHIEF.
   (A)   Code number. 8001.
   (B)   Class title. Chief of Police.
   (C)   Characteristics of the class. Under general administrative, legislative, and executive direction, plans, organizes, directs, coordinates, and evaluates the activities of the Police Department; and does related work as required.
   (D)   Examples of duties. Plans, organizes, directs, coordinates, and evaluates the activities and programs of the Police Department; formulates Departmental policies and procedures, rules, and regulations, following consultation with higher authority; develops organizational structure of the Department in accordance with professional standards and City Council policy; prepares and authorizes work schedules; instructs, disciplines, and evaluates Department personnel; authorizes purchase requisitions of supplies and equipment for the Department; confers with representatives of federal, state, and local agencies on various police problems; prepares memoranda and reports on activities of the Department, orally and in writing; attends all City Council meetings; receives complaints from the general public; studies and reviews all laws, official opinions, and guidelines; maintains a proper record system pertaining to citations, arrests, and investigations; participates in approved law enforcement courses and schedules subordinates for such training; patrols the city jurisdiction area on foot or in a cruiser to preserve law and order, and to prevent and discover the commission of crime, secures the scene of a crime, conducts preliminary investigations, gathers evidence, obtains witnesses, and makes arrests; testifies as a witness in court; investigates reports of stolen property; conducts follow-up investigations of homicides and thefts; investigates all complaints of bogus checks and forgeries, investigates complaints of crimes committed by juveniles, and conditions that cause juvenile delinquency; may confer with juveniles and their families; provides traffic control services in connection with school crossings, accidents, inoperative electronic traffic-control devices, fires, parades, and special events; assists rescue and fire units in emergency situations; takes photographs and fingerprints for records; works accidents; completes proper forms; may have some responsibility for juvenile records, or the retention or disposal of records; assists other law enforcement agencies upon request; escorts prisoners to jail; represents the Department as needed; develops and conducts an effective public relations program.
   (E)   Position qualifications.
      (1)   Training and experience. Graduation from high school or its equivalent, supplemented by three years of responsible, professional law enforcement experience; or any combination of education, training, and experience which provides the necessary knowledge, skills, and abilities to perform effectively the duties of the position.
      (2)   Special knowledge, skills, and abilities. Extensive knowledge and application of federal, state, and local laws and ordinances; extensive knowledge of the principles and practices of modern police administration, organization, and operation as applied to field patrol activity, traffic control, and safety and criminal investigation; extensive knowledge of the use of police records and their application to the solution of police problems; administrative, supervisory, and analytical abilities; ability to establish and maintain effective working relationships with employees, other officials, and the general public; ability to communicate effectively orally and in writing; tact, firmness, integrity, impartiality, leadership, initiative and resourcefulness, sound judgment; completion of or the ability to complete the required hours of courses and training in law enforcement; valid operator’s license.
