§ 3. FIRE CHIEF.
   (A)   Code number. 6001.
   (B)   Class title. Fire Chief.
   (C)   Characteristics of the class. Under general executive and legislative direction, administers and coordinates all phases of the City Volunteer Fire Department; prepares and submits all reports as required by county, state, or federal agencies; and does related work as required.
   (D)   Examples of duties. Plans, organizes, directs, coordinates, and evaluates the activities and programs of the Fire Department; formulates departmental policies and procedures, rules, and regulations; develops organizational structure of the Department in accordance with professional standards and City Council policy; prepares and authorizes work schedules; supervises and evaluates the use of fire equipment; instructs, disciplines, and evaluates Department personnel; reviews and recommends acceptable standards and procedures for the recruitment, selection, promotion, and training of Department personnel; authorizes purchase requisitions of supplies and equipment for the Department; confers with representatives of the federal, state, and local agencies on various Fire Department problems; attends all City Council meetings; receives complaints from the general public; maintains a proper record system pertaining to fire runs or inspections; participates in approved firefighting or prevention courses and schedules subordinates for such training; represents the Department as needed; develops and conducts an effective public relations program.
   (E)   Position qualifications.
      (1)   Training and experience. At least 200 hours of special firefighters’ training supplemented by three years of responsible Volunteer Fire Department participation; or any combination of education, training, and experience which provides the necessary knowledge, skills, and abilities to perform effectively the duties of the position.
      (2)   Special knowledge, skills, and abilities. Extensive knowledge and application of federal, state, and local fire laws and ordinances; extensive knowledge of principles and practices of modern fire department administration, organization, and operation as applied to field activity or inspections; administrative, supervisory abilities; ability to establish and maintain effective working relationships with employees, other officials, and the general public; ability to communicate effectively orally and in writing; tact, firmness, integrity, impartiality, leadership, initiative and resourcefulness, sound judgment; valid operator’s license; meets all state requirements as provided in KRS Chapter 95.
