280.01   BROADCASTING OF BOARD AND COMMISSION MEETINGS.
   (a)   The Planning Commission, the Board of Zoning and Building Appeals, the Civil Service Commission, the Park and Cemetery Board and the Charter Review Commission shall broadcast all meetings by streaming service to allow greater public access to those meetings. All aforementioned board and commission meetings shall be televised "live", in their entirety, without censorship and/or editing. The failure to broadcast any meeting by streaming service due to an internet outage, power outage or unforeseen equipment problems such as hardware failures or software bugs that prevent broadcasting such meeting shall not be a cause to invalidate any official action taken by a board or commission during such meeting.
   (b)   Following each meeting, the secretary of each of the boards and commissions listed in subsection (a) hereof shall cause a copy of the video of such meeting to be made available on the streaming service for future streaming in order to further enhance public access to the board and commission meetings. If a video copy of the meeting is not available due to technical difficulties, the secretary of the board and commission shall make a copy of the audio of such meeting available to the public on the City's website.
   (c)   The secretary of each of the boards and commissions listed in subsection (a) hereof shall maintain a copy of the video recording of each meeting of such board and commission until the hardcopy minutes of the board or commission meeting are approved.
   (d)   As used in this section:
      (1)   "Meeting" means such term as defined in R.C. § 121.22.
      (2)   "Streaming service" means any digital streaming service offering "video on demand", linear and/or live event programming direct-to-consumer via internet-connected devices, set-top boxes, platfonns and/or applications.
