The Superintendent of Building and Zoning Inspection shall make or cause to be made an investigation and shall place on file in his or her office a full report of an accident investigation. The accident report shall give in full detail all material facts and information available and the causes of the accident, as far as they can be determined, and shall be open to public inspection at all reasonable hours. The Superintendent may require the owner of a device involved in an accident to provide the services of a registered engineer or approved inspection agency to aid in the investigation, at no cost to the City.
