Before any amusement device is used by the public and before being used each season, and at least once every thirty days while such device is in operation, the person owning such device shall furnish the Superintendent of Building and Zoning Inspection a certificate of inspection, bearing the signature of a registered engineer or that of a responsible agent of an inspection agency who is competent to determine whether or not all features of the amusement device are safe for the purpose used. The certificate shall be in a form approved by the Superintendent and shall bear a statement as to whether or not the device inspected is in a safe condition to operate.
