Before any amusement device is erected or installed, a detailed plan shall be submitted to the Superintendent of Building and Zoning Inspection, together with a written and signed certificate from a registered engineer, stating that such plans have been examined by him or her, that adequate factors of safety have been allowed in the design and that the device will sustain all stresses and will operate without danger to the people thereon. If the Superintendent approves such plans, a permit shall be obtained by the person desiring to erect such device.
