Amusement devices shall be equipped with safety clutches. The cars or receptacles which persons are permitted to occupy shall have handrails of sufficient number and height or other approved appliances or safeguards to prevent persons from being thrown therefrom or thrown or conveyed against structural members. The design and construction of amusement devices shall be such that the allowable unit stresses for the materials used therein will not be exceeded and such that adequate factors of safety are provided.
