(a) Every building already erected which is not provided with exit ways as prescribed for new buildings by the Ohio Building Code, and in which the existing exit facilities are inadequate for the safety of the occupants, shall be provided with such exit facilities as shall be directed in a written order by the Superintendent of Building and Zoning Inspection or the Chief of the Division of Fire.
(b) Where usually hazardous conditions exist, additional exit ways shall be provided as ordered by the Superintendent or the Fire Chief, when necessary to insure the safety of the occupants of any building or part thereof.
