1466.17 CEILING JOISTS.
   (a)   Ceiling joists shall, wherever possible, serve as ties for the rafters and shall be securely nailed to the rafters.
   (b)   Where ceiling joists serve as collar beams and occur above the midpoint of the rafter, adequate provision shall be made for tying the lower end of the rafter to the floor construction. When the installation of this tie is not possible because of structural conditions, the rafter size shall be increased and trussed sufficiently to support the roof load without thrust and undue bending in the lower end, and the size of the collar beams shall be not less than that of the rafters.
