Any person aggrieved by any order, requirement, determination or other action or inaction in relation to this chapter may appeal to the Service Committee of Council. Such an appeal shall be made within twenty days of the date of an order or decision and shall specify the grounds for appeal. The Service Committee shall conduct a hearing on the appeal within ten days of its filing and may reverse, affirm or modify the order appealed from.
