The City Engineer may inspect development areas to determine compliance with this chapter. If it is determined that a violation of this chapter exists, the responsible person will be notified of the deficiencies or noncompliance. After a reasonable time for voluntary compliance, the City Engineer shall report the deficiency or noncompliance to the Administrative Officer. The Administrative Officer, upon determination that a person is not complying with this chapter, may issue by certified mail an order to comply. The order shall describe the problem and the work needed, and specify a date by which the work must be completed.
