1454.44 TEMPORARY SIGNS OVER PUBLIC STREETS OR ALLEYS.
   (a)   No temporary sign shall project or be placed across a public street, alley or thoroughfare unless authorized by ordinance of Council and approved by the Mayor. Request for such an ordinance shall be in writing, addressed to the Mayor, and shall set forth a full description of such sign and the purpose and proposed location of such sign, together with the wording proposed to be used on such sign.
   (b)   Council may require such surety bonds or public liability insurance and any other safeguards against financial loss and hazards to the public as it deems necessary.
   (c)   The purpose of such temporary signs shall be for civic or community affairs of a public or semipublic nature and not for private gain.
