(a) Except as provided in subsection (b) hereof, every roof sign and every roof bulletin shall be set back from the edge of the roof and parapet walls running in front or back of the same so as to leave a roof area sufficiently clear of obstructions to insure that the work of the Fire Division will not be impeded by such structure should a fire occur at or near the building upon which the roof sign or roof bulletin is erected. The roof area shall have an average width of not less than three feet for the full length of the roof sign or roof bulletin and clear headroom of not less than ten feet from the roof level and the top of the parapet wall. In no case shall any part of such a roof structure project beyond the edge of the roof or parapet walls of the building over which such roof structure is authorized by a public building permit to be erected.
(b) When no part of a roof sign is more than twenty feet above the lowest grade of the street, alley or ground adjacent to the wall toward which the sign faces, of the building on which the roof sign is erected, and no part of the sign is more than four feet above the roof level under the sign, such sign may be placed nearer the edge of the roof or parapet walls than three feet. However, when drainage is a consideration, no part of such sign except its necessary supports shall be less than six inches above the roof level.
(c) No roof sign, roof bulletin or its supporting members shall be placed so as to unduly prevent free access to any part of a roof, window, skylight, scuttle hole or exitway. No roof sign or roof bulletin shall be placed so as to interfere with the proper operation of a chimney, smokestack or ventilating stack or appliance.
