(a) No ground sign or part thereof shall be erected or placed nearer the street or right-of way line of a public thoroughfare than the building line established by the Zoning Code. However, where no setback has been established by the Zoning Code, or where the established setback is less than fifteen feet, no ground sign, or part thereof, the face of which exceeds forty square feet in area, shall be erected or placed nearer than fifteen feet to a street or right-of-way line of a public thoroughfare, except as follows:
(1) When the face and back of the sign each make an angle of forty-five degrees or more with the street or right-of-way line, the sign may be erected or placed as near the street or right-of-way line as the building line established by the Zoning Code, provided that at locations where two or more such signs are erected to form a V in plan, the space at the base of the V must be latticed to prevent access to the street from behind the signs at this point, unless the signs are erected as provided in paragraph (a)(2) hereof.
(2) If there is a clear open space, except for the required supports for the sign, of not less than five feet under the sign, the sign may be erected or placed as near the street or right-of-way line as the building line established by the Zoning Code. No lattice work shall be permitted.
(b) The continuous horizontal length of one or more ground signs, which exceed two feet in width vertically and which abut or are joined together, shall not exceed sixty feet except when such signs are separated by an open space not less than two feet long horizontally by the width of the sign vertically. The space shall not be closed by light lattice work or similar construction in excess of fifty percent, including necessary supports, uniformly distributed over the area.
(c) A ground sign and all parts thereof shall be so located as not to obstruct any required door or window within five feet of the sign.
(d) No ground sign shall be erected so as to unduly obstruct the necessary view of traffic at intersecting streets, alley or other public thoroughfares.
