Except as provided in subsection (b) hereof, no wall sign shall extend beyond the top or ends of the wall on which it is placed. Signs erected in such manner that their ends or parts form a V in plan, shall be subject to the requirements of this Building and Housing Code for wall signs.
   (b)   A wall sign may extend not more than thirty percent of its total area above the wall against which it is erected under the following conditions:
      (1)   The structural frame of the building shall be sufficient in strength to withstand the building design loads and the additional dead and wind loads caused by the wall sign without exceeding the allowable unit stresses in any of its members.
      (2)   All stresses and loads caused by the wall sign shall be transmitted directly to the structural frame of the building and not to the walls thereof.
      (3)   A registered structural engineer shall determine and furnish information satisfactory to the Superintendent of Building and Zoning Inspection that the requirements of this section are complied with.
