(a) Unless otherwise expressly stated, the following words and terms, for the purpose of this Building and Housing Code, shall have the meanings and usage indicated in this section.
Words used in the present tense include the future; words in the masculine gender include the feminine and neuter; the singular number includes the plural, and the plural the singular.
Where terms are not defined in this Building and Housing Code, they shall have their ordinarily accepted meanings or such as the context may imply.
Definitions contained in Chapter 4101:2-2 and other provisions of the Ohio Building Code shall be applicable to all types of construction within the City, except when they conflict with definitions contained in this Building and Housing Code. In such cases, the definitions used in this Building and Housing Code shall prevail.
(b) The provisions of Chapter 1420, with reference to definitions and other relevant provisions of this Building and Housing Code, shall be applicable as a part of this chapter. The following words and terms are defined as indicated in this section, except for definitions of the various types of signs and outdoor advertising displays, which are given under other sections of this chapter covering their specific regulation.
(1) “Center pole sign” means a pole sign which has its principal weight supported at or near the center vertical axis of the sign by a single pole or standard and which is secured to the pole or standard at or near the top thereof.
(2) “Closed or solid face sign” means a sign without openings, or having openings in the face thereof amounting to less than sixty percent of the area of the face of the sign.
(3) “Electric sign” means a sign in which the legibility or visibility of the outline or display of one or more letters, illustrations, designs, figures or symbols is effected by electricity and where the electrical illuminating units are contained either within or are attached directly upon the face or exterior of the sign.
(4) “Glass box sign” means a sign whose principal faces are separated and which has one or more faces constructed mainly of glass or other approved transparent or translucent material.
(5) “Ground bulletin” means an outdoor advertising display erected or placed upon the ground and including, among other such structures, those commonly referred to as billboards.
(6) “Ground sign” means a sign erected or placed upon the ground, but does not include a sign supported by a single pole or post from the ground.
(7) “Illuminated sign” means a sign on which the outline or display of one or more letters, illustrations, designs, figures or symbols is made legible or visible during darkness through the use of reflected light, and where the illuminating units are not contained within or directly upon the surface of the sign.
(8) “Marquee sign” means a sign erected on the face or ends of a marquee and constructed and erected as an integral part of the marquee.
(9) “Metal clad sign” means a sign, the panel or frame of which is constructed of wood or other approved materials and completely clad with sheet metal of not less than twenty-eight gauge, or other approved noncombustible materials.
(10) “Metal face sign” means a sign whose frame, bands and molding are constructed of wood, and whose face is covered with sheet metal.
(11) “Metal sign” means a sign constructed of metal or other approved noncombustible materials.
(12) “Open face sign” means a sign having openings in the face thereof amounting to sixty percent or more of the area of the face of the sign.
(13) “Outdoor advertising display” means a fixed or portable appliance, structure or surface, including the supporting structure made necessary thereby, which is, or is to be, erected upon the ground, on the wall of a building or above the roof of a building, and which is used or erected, or intended or designed to be used, for the public display of posters, painted displays, electrical displays, picture or other pictorial or reading matter, for the benefit of a person, organization, business or cause not residing or located on the lot or in the building, or on a lot adjoining the lot or building, where the appliance, structure or surface is, or is to be, erected.
(14) “Outline lighting” means an arrangement of incandescent lamps, gaseous tubes or similar electrical devices, attached directly to a building or part thereof, to outline and attract attention to certain features, such as the shape or outline of the building or part thereof or the decoration of a window. “Outline lighting” also includes outlining, as above-mentioned, of letters, illustrations, designs, figures or symbols when the incandescent lamps, gaseous tubes or similar electrical devices which are used for such outlining are attached directly to a necessary part of a building without the use of an intermediate or accessory surface for display or for the support of the electrical devices.
(15) “Pole sign” means a projecting sign, placed and supported from the ground upon a single pole or standard, and used primarily for the benefit of a person, organization, business or cause residing or located on the premises where such sign is erected or placed.
(16) “Projecting sign” means a sign supported by a building or by a single pole from the ground and extending outward therefrom, but not including wall signs as defined in this section.
(17) “Roof bulletin” means an outdoor advertising display erected above the roof of a building and supported by the roof or walls of the building.
(18) “Roof sign” means a sign erected above the roof of a building and supported by the roof or walls of the building, except as provided in this Building and Housing Code for projecting signs.
(19) “Side-of-pole sign” means a pole sign placed and supported on a single pole or standard and projecting from one or more side thereof.
(20) “Sign” means a fixed or portable appliance, structure or surface, including the supporting structure made necessary thereby, on which letters, illustrations, pictures, designs, figures or other symbols are painted, printed, stamped, raised or in any manner outlined or attached, and designed to advertise, convey information or attract attention and which is used or erected, or intended or designed to be used, for the benefit of a person, organization, business or cause residing or located in the building or on the lot, or on a lot adjoining the lot, where the appliance, structure or surface is, or is to be, erected.
(21) “Temporary sign” means any advertising display constructed of cloth or other light fabric, either with or without a frame.
(22) “Wall bulletin” means an outdoor advertising display erected against and supported by the wall of a building, with the exposed face thereof in a plane substantially parallel to the vertical plane of the wall.
(23) “Wall sign” means a sign erected against and supported by the wall of a building, with the exposed face thereof in a plane substantially parallel to the vertical plane of the wall.
