(a) For combined stresses due to wind and other loads, the working stresses prescribed in the Ohio Building Code or this Building and Housing Code may be increased thirty-three and one-third percent, provided the section thus found is not less than that required by the dead and live loads alone.
(b) When a building or structure rests partly on rock and partly on some other soil, the bearing capacity of the latter shall be taken at not more than one-half of the capacity otherwise assumed.
