Except in one, two and three-family dwellings, the cellar or basement ceilings of all buildings hereafter erected, or altered to change their occupancy classification, which are not otherwise protected by fire-resistant floor construction or by approved automatic sprinklers over the cellar, shall conform to the requirements for fire-retardant ceilings provided in Section 1438.02.
