(a) Cooling towers, wherever located, shall not exceed forty percent of the supporting roof area and shall be so constructed that the fire hazard created thereby is reduced as much as is practicable.
(b) When a public nuisance is or will be caused by reason of mist or spray from a cooling tower, the tower shall be adequately screened or enclosed with noncombustible materials to prevent such nuisance.
