When, in the opinion of the Superintendent of Building and Zoning Inspection or the Fire Chief, an existing or proposed occupancy, operation, act, process, device or circumstance causes or will cause an undue fire or explosion hazard to a building, to the occupants thereof or to the public, the Superintendent or the Fire Chief shall have authority to require such reasonable alterations, additions, safeguards or actions as may be necessary to eliminate or adequately reduce such hazard.
