The provisions of this chapter shall not be construed to relieve from or lessen the liability of any person in charge of or performing any grading, excavating or filling operation, for damage resulting therefrom. The City, its officers and its employees shall not be liable for costs, damage or injuries to persons or property which may result from, or be caused by, any grading, filling or excavating operations, or any work connected therewith, authorized by this chapter.
