All building sites shall be permanently stable, free from fundamental structural weaknesses and free from maintenance, except for normal erosion and minor surface sloughing. It shall be the responsibility of the owner, lessee and/or contractor to conduct excavating, grading and building operations in such a manner as to satisfy the requirements of this chapter, in accordance with generally accepted practices.
Where use of the graded area is to be for other than building purposes, sections of limited life, properly maintained, may be allowed if it is clearly shown that no public or private hazard exists and that the maintenance is the sole charge and responsibility of the owner of the grading operation.
