No person shall sell, offer for sale, display, advertise or distribute any unapproved electrical material, device or appliance which may be placed in use by attachment to an existing wiring outlet. A listing by Underwriters’ Laboratories, Inc., or by any other recognized laboratory acceptable to the Board of Electrical Examiners, shall be prima-facie evidence that such equipment is reasonably safe to persons and property and approved. The Board is authorized to grant provisional approval of or to reject any electrical materials, equipment, fixtures, appliances or devices which, in its opinion, comply or do not comply with accepted standards as to their fitness and safety for the use or purpose for which they are intended.
