No person shall install electrical wiring in the City without first obtaining a permit therefor from the Division of Building and Zoning Inspection, except as may be otherwise provided in this Building and Housing Code. Electrical permits shall be issued only to a holder of an electrical license or to a bona fide owner of a single-family dwelling.
