For heating, air conditioning, refrigeration and ventilation permits, there shall be a base permit application fee, plus additional fees as follows:
(a) New and replacement furnaces, space heaters, boilers, air-conditioning, heat pumps, solar collectors, steam distribution, refrigeration and any unclassified heating or air-conditioning devices, as provided below:
