(a) The Director of Public Service is hereby authorized to contract with an individual who meets the requirements of the Ohio Building Code and has been certified by the Ohio Board of Building Standards as a Plan Examiner for structures that are governed by the Ohio Building Code.
(b) The Director of Public Service is hereby authorized to contract with an individual who meets the requirements of the Ohio Building Code as an alternate Plans Examiner. He or she shall only be used when the Plans Examiner provided for in subsection (a) hereof is not available to approve plans submitted under the Ohio Building Code.

(c) (1) An applicant for a building permit who requests approval of plans for a structure that is governed by the Ohio Building Code shall reimburse the City for the total cost of the plans examination.
(2) There shall be a minimum fee of sixty dollars ($60.00) payable when plans are presented for examination and approval.
(3) If the fee charged for the examination exceeds the minimum fee for examination, the applicant shall pay the additional amount at the time the building permit is issued, along with all lawful charges provided by ordinance for said permit.
