1426.25 PERMIT FOR USE OF EXPLOSIVES, BLASTING AND OTHER HAZARDOUS OPERATIONS; PERMIT AND SUPERVISION FEES.
   (a)   No dynamite or other explosive containing nitroglycerine as a component part thereof shall be kept for sale or stored in any place within the City. No person, except as otherwise provided herein, shall use, discharge or cause to be discharged or exploded within the City any black powder, dynamite or other explosive for blasting operations without first obtaining a permit therefor from the Superintendent of Building and Zoning Inspection who shall make and enforce rules and regulations for the handling and use of such explosives within the City.
   (b)   Only a competent and experienced blaster shall obtain a permit, which shall be valid only for the particular operation for which it is granted.

   (c)   The fee for a permit to blast shall be one hundred dollars ($100.00) and the permit shall be obtained from the Division of Building and Zoning Inspection, subject to supervision by the Fire Division. The services of the supervising inspector overseeing the operation shall be paid by the applicant, at the rate of twenty-five dollars ($25.00) per man-hour, when the services are rendered in the course of a normal day's work schedule, which is 8:00 a.m. to 4:00 p.m., Monday through Friday. If performed on a holiday or at any other time which is not normal working hours, the fee shall be increased one and one-half times.

   (d)   When, in the opinion of the Fire Chief, a hazardous condition exists due to the applicant's operation, the normal building permit shall be obtained and a full-time inspector retained and the City reimbursed in accordance with subsection (c) hereof.
