   (a)   No operations requiring a permit shall be commenced until the permit card therefor is posted in a conspicuous place, near the front of the premises and in such position as to permit the inspectors of the Division of Building and Zoning Inspection to make the required entries thereon regarding inspection work. The card shall be preserved and remain posted until the completion of the work for which it was issued.
   (b)   No person shall remove or cover such permit card until the work for which the card was issued has been approved by the Superintendent of Building and Zoning Inspection.
   (c)   It shall be the duty of the Chief of Police to notify the Superintendent of every location where work has commenced or is being performed and a permit card, when required by this Building and Housing Code, is not found by an officer of the Division of Police to be displayed or posted at such location. The Chief of Police shall give such assistance to the Superintendent as may be lawful and necessary to cause such work, for which a required permit has not been procured, to be discontinued until a permit is displayed or posted as required by this Building and Housing Code.
