1426.17 SPECIAL PERMITS AND APPROVALS FROM OTHER CITY AUTHORITIES.
   (a)   The Superintendent of Building and Zoning Inspection shall not issue a permit or certificate for the occupancy, construction or removal of any building or structure in connection with a business or operation which required a permit or approval from Council or from any other City department or division, until the applicant presents written evidence, satisfactory to the Superintendent, that all such required approvals or permits have been obtained.
   (b)   Special permits as required include, but are not limited to, permits for moving buildings over streets, occupation of streets for construction purposes, sidewalk construction on public property, pavement openings for any purpose, cutting holes through curbing for roof drain outlets, cutting curbing for driveways, water and sewer tap-in fees and inspections, permits to work in the City right-of-way, topography review for construction and filling/grading of properties, rapid access key box requirements for emergency situations and as required by Chapter 1437 or as required by the fire code official.
