Nothing in this Building and Housing Code shall require changes in plans, construction or designated use of a building for which a lawful permit has been previously issued or which has been otherwise lawfully authorized, and the construction of which has been actually begun within ninety days after this Building and Housing Code becomes effective, provided that the entire building shall be complete as authorized within two years thereafter.
