(a) The Superintendent of Building and Zoning Inspection and the duly appointed employees of the Division of Building and Zoning Inspection shall, at any reasonable time in the performance of their duties and under the conditions set forth in this Building and Housing Code, have the right to enter upon any premises, building or structure in instances and under conditions not in violation of the Constitution or laws of the State or the United States.
(b) When his or her duties require the Superintendent to enter any building, structure or premises to handle a hazardous situation requiring immediate action, he or she may authorize such persons as he or she deems necessary to handle the situation, to enter such building, structure or premises.
(c) No person shall obstruct or abuse an employee of the Division of Building and Zoning Inspection in the performance of his or her duties.
