No officer or employee connected with the Division of Building and Zoning Inspection, except one whose only connection is as a member of a board established by this Code, shall be financially interested in the furnishing of labor, material or appliances for the construction, alteration or maintenance of a building, or in the making of plans or specifications thereof, unless he or she is the owner of such building. No such officer or employee shall engage in any work which is inconsistent with his or her duties or with the interests of the Division of Building and Zoning Inspection.
