Before any proposed amendment or supplement may be passed, the City Council shall hold a public hearing thereon.
   Notice of the hearing shall be published in a newspaper of general circulation in the City of Norton at least fifteen days prior to the hearing. Notice of the hearing shall be mailed at least fifteen days prior thereto, addressed to the owners of the property under consideration, as their names appear on the City tax record. The notice of the hearing shall contain a brief description of the property involved, a statement as to its location, a list of the maps and documents to be considered and a summary statement of the matters to be heard. Copies of the maps and other documents to be considered at the hearing shall be filed in the office of the Clerk of Council of the City of Norton. Such copies shall be made available at such office for public inspection.
