1254.03 MEETINGS; ORGANIZATION; RULES OF PROCEDURE; RECORDS.
   (a)   Meetings. Meetings of the Board of Zoning and Building Appeals shall be held at regular intervals and on such dates as determined by the Mayor and City Council at their annual meeting, and such meetings shall be at the call of the Chairperson.
   (b)   Organization. The Board of Zoning and Building Appeals shall organize yearly under a Chairperson and a Vice-Chairperson. The Board of Zoning and Building Appeals shall appoint a Secretary, who need not be a member of the Board.
   (c)   Procedures. The Board of Zoning and Building Appeals shall adopt rules necessary to the conduct of its affairs and in keeping with the provisions of this Zoning Code. Meetings shall be held at the call of the Chairperson and at such other times as the Board may deem necessary. The Chairperson, or, in his or her absence, the Vice-Chairperson, may administer oaths and compel the attendance of witnesses. All meetings shall be open to the public.
   (d)   Records. The Board of Zoning and Building Appeals shall keep minutes of its proceedings showing the vote of each member upon each question, or if absent or failing to vote, indicating such fact, and shall keep records of its examinations and other official actions, all of which shall be a public record and be immediately filed in the office of the Board.
