(a) The Board of Zoning and Building Appeals shall consist of five residents of the City of Norton not holding other Municipal office. The five residents, one from each of the four wards and one at-large, shall be appointed by the Mayor with confirmation by the Council, pursuant to the original terms of appointment as provided in Section 6.03A of the Charter of the City of Norton, Ohio, 1962. Each member shall hold office for a term of three years.
(b) A vacancy occurring during the term of any member of the Board of Zoning and Building Appeals shall be filled for the unexpired term in the manner authorized for an original appointment.
