Where a preliminary plat for a major subdivision is proposed containing land identified within a plan adopted by the City, County, local school board, or Summit Metroparks as a future site for a facility, the Planning Commission shall, upon receipt of a written request from the City, County, local school board, or Summit Metroparks, make a motion to delay action with regard to approval or disapproval of the preliminary plat for a period of not more than 90 days to allow for negotiation and potential acquisition of the land for such public purpose.
