Complete Application Required. The subdivider shall be responsible for preparing and submitting all information, documents, and materials required by these Regulations. No employee of the City, contractor engaged by the City, Mayor, member of the Planning Commission, member of Council, or other person, board, or commission named in these Regulations shall be required to take any action with regard to any application or submittal until it is complete and in compliance with the provisions of these Regulations.
