Whoever violates any of the provisions of this chapter where no penalty is assigned is guilty of a minor misdemeanor for a first offense. For a subsequent offense within one year from the first offense, such person is guilty of a misdemeanor of the fourth degree. The penalty shall be as provided in Section 698.02.
