(a) All public parks of the City are open from 6:00 a.m. to dusk daily. When a park facility is lighted at night the hours the park is open are from 6:00 a.m. to 11:00 p.m. Winter season hours for Williams Memorial Park and Williams Peace Park are from 6:00 a.m. to 6:00 p.m.
(b) No person shall enter or remain in any City park during the time the parks are closed.
(c) Any person or group of persons may make application to the Director of Public Service for permission to remain in a City park during the hours they are closed for the use of such park in an orderly manner and the Director may, for good cause shown, grant permission to such person or persons to remain in a City park during the time they are closed to a specified time.
(d) The Director of Public Service shall have the authority to change the closing and opening hours of all parks, and to close any or all parks when, in his or her opinion, such changes or closings are necessary to maintain peace and safety and/or preserve and maintain the parks and equipment. The Director may delegate his or her authority under this section to any law enforcement officer of the City.
(e) No person shall refuse to leave, fail to leave or re-enter any City park or part of a City park after such person has been notified by the Director of Public Service or by any law enforcement officer that such park or part of a park has been closed. Whoever violates this section is guilty of a misdemeanor of the fourth degree.
