(a) No person shall drill a water well in the City where the purpose of such drilling is to ultimately supply water to any residential, commercial or industrial user, or to any other user, who resides within or without the City.
(b) No person shall drill a water well in the City where the purpose of such drilling is to divert water from a well on public or private property into a stream or ditch, which stream or ditch may be later used to discharge water into a water system to supply any area outside of the City.
(c) Except for water now being drained or diverted from wells and/or streams by any person and used to supply areas outside the City, no water shall be drained or diverted from wells or streams where the intended use is to supply any area outside the City, provided, however, that should a well and/or stream from which water has been heretofore drained or diverted for use outside the City be not so used for a period of ninety days, then such use shall be considered to have been abandoned and water from such well and/or stream may not thereafter be so drained or diverted for such use.
