1032.04 LIEN ON PROPERTY.
   (a)   Costs Invoice. Whenever a tree, plant, shrubbery or vine, or part thereof has been treated, trimmed or removed by the City in accordance with this chapter, the Director of Public Service shall give 15 days' notice by regular mail to the owner of such lot or parcel of land, at his or her last known address, to pay the cost of such treatment, trimming or removal of a tree, plant, shrubbery, vine or part thereof. The notice shall be accompanied by a statement of the amount of the costs incurred. In the event the costs are not paid within 30 days after the mailing of the notice, then the costs shall be certified to the County Auditor for collection.
   (b)   Lien. The Director of Public Service shall make a written return to the County Auditor when work is performed by the City under this chapter, along with a statement of the charges for services, the amount paid for performing the labor involved, the fees for the service of the notice and return, and a proper description of the property. Such amounts shall be entered upon the tax duplicate, shall be a lien upon the property from the date of the entry and shall be collected as other taxes and returned to the General Fund. The remedy provided for herein is in addition to any other remedy or penalty provided by law.
