(a) No person shall construct a parking area, or otherwise pave or improve the area normally reserved for sidewalks or tree lawns, without first obtaining a permit from the Director of Public Service. If it is expected that sidewalks will be constructed in the area under consideration within a reasonable time, the owner shall be required to construct a concrete sidewalk in accordance with the specifications prescribed by ordinance at his or her own expense or delay the proposed improvement until such time as the City goes forward with the construction of sidewalks and the levying of assessments therefor.
(b) In the event that a person constructs a parking area or otherwise paves or improves the area normally reserved for sidewalks or tree lawns within the street limits, then such person shall be thereafter responsible for the maintenance of the area so improved and shall keep it in a state of good repair.
