(a) The Director of Public Service shall have complete supervision and regulation of the entire drainage system of the City, including house drains and all laterals draining into any ditch or public storm water drainage system.
(b) The Director of Public Service shall have control and supervision of the installation and construction of all water drains, ditches and storm water drains that become a part of the public system and shall issue all necessary permits and licenses for the construction and installation of all house drains and all other lateral drains that empty into the main public ditches or storm water drains. The Director shall keep a permanent record of the installation and location of every drain, ditch and storm water drain that becomes a part of the drainage and storm water drainage system.
(c) Nothing herein contained shall be so construed to exempt any other officer or department from the obligation of enforcing all existing laws in reference to this chapter.
