1024.09 PLANS AND SPECIFICATIONS.
   (a)   The Municipal Engineer shall approve the line and grade of any sidewalk, curb or gutter.
   (b)   All sidewalks, curbs and gutters shall be constructed, rebuilt or repaired under the supervision and direction of the Municipal Engineer and in accordance with the hereby established general construction plans, specifications and standards.
   (c)   Sidewalks are required on at least one side of each street. The Director of Public Service shall determine the location in each case.
   (d)   General Specifications of Sidewalks.
      (1)   Thickness.
         A.   Non-vehicular traffic areas shall be four inches.
         B.   Vehicular traffic areas shall be six inches.
      (2)   Material. Concrete shall be used, which shall be rated at a minimum strength of 4,000 pounds per square inch at the end of 28 days, and a minimum of six sacks (94 pounds) of cement per cubic yard shall be used.
      (3)   Width.
         A.   Residential areas shall be at least four feet. (See Subdivision Regulations, Section 1236.09).
         B.   Commercial business or high pedestrian concentration use areas shall be at least five feet.
      (4)   Reinforcement. Vehicular traffic areas shall contain six inch by six inch steel wire mesh, placed one and one-half inches from the bottom of the slab.
      (5)   Slope. Walks shall slope towards the street at the rate of one-quarter of an inch per foot of width. The street edge of the sidewalk shall be located above any curb one-half of an inch for every foot horizontally from the curb.
      (6)   Location of sidewalks. Sidewalks shall be six inches from the right-of-way lines and within the right-of-way.
      (7)   Base. A two-inch layer of angular sand or limestone grit shall be placed and tamped as a base for the concrete.
      (8)   Curb ramps. All curbs which are part of any construction or reconstruction of a sidewalk shall have curb ramps built into the curb at each pedestrian crosswalk so that the sidewalk and street blend to a common level, and comply with the requirements of the Americans with Disabilities Act.
   (e)   Where trees or some other obstacle within the public right-of-way render it impossible or impractical for the sidewalks to be constructed in accordance with the prescribed sidewalk widths, such sidewalks shall be constructed under the direction of and to the acceptance of the Director of Public Service.
